How to Install Center Track on Windows

The bulk of the work is replacing a Linux dependency for a Windows port (DCNv2) and getting the right versions of Python (3.8), CUDA (11.1), and PyTorch (1.8) in our system. Throughout, we use a mix of conda and pip commands to install all the necessary dependencies. Disclaimer: after porting the repository to Windows, I have only used it for inference (webcam and video). I do not claim this procedure will fully work for training on custom datasets or computing dataset metrics.
